Build TEPNG Project Management System
Support the CMS (to be followed by PPM) by identifying all associated Capex, budget, estimating, cost control with invoice and payment status and cash call status are performed following generic documents, templates, forms standardizing method and improving quality and efficiency, in line with head quarter procedures and guidelines. 
Support the updating of annual Budget, project CAPEX follows up and simplify processes between projects and other entities, clarifying responsibilities and involvements.
Propose appropriate cost reporting cut offs and standardization and consolidation of reporting, streamlining reporting routines

Control the portfolio 
Manage the cost reporting teams to consolidate the various project reports into various key budgeting and schedule activities for the PPM activities to allow for on time payment.
Monitor implementation of the Cost Control structure, Cost Control procedures, Cost Control SAP tools (UNISUP &amp; U-Cost).
To monitor the necessary checks, approval functions for invoices submitted, in accordance with Contracts, Project &amp; Company procedures, Sarbanes &amp; Oxley, (SOX) requirements and DoA workflows
Identify high level Risks (overruns, CPN &amp; contingencies) and opportunities at portfolio level with mitigation actions.
To provide support into the UNISUP System, regarding payment schedules (cash calls), invoicing and cost control issues as required.
Coordinates actively with all the PC &amp; Package Managers and mainly with TEPNG Finance Department for all matters related to payment and accounting to get necessary support and any insights to improve implementation or anticipation.
To lead (from Cost Control point of view) in the preparation / consolidation and review of the various Project budgets and updates (internal and external / Annual and Multiyear) with inputs from the members of the Project Team and provide “ad hoc” economics support as required.
To assist in the cost assessment of any contract variations and identify any Project cost trends, drifts, variances data update and maintain the Project Final Cost Estimate, prepare the Monthly Cost Report with comments
To prepare for issuance the necessary Project cost information and data, Subsidiary and Partners / Shareholders / Concessionaire / Company.


Provide support and resources to projects 
Propose and Manage services on behalf of projects or share experienced resources e.g. cost

Accountabilities
Performance Cost &amp; Budget Lead shall ensure that Project Teams have adequate performance tools (benchmarks, budget, invoices and Cost) with processes, reporting &amp; controls in place. Therefore, monitor the project Teams, within budget, cost reports and forecasting closing costs.

HSE Objectives
Attends all FM&amp;A HSE Committee Meetings.
Assists in the renewal of ISO 14001:2015 and ISO 45001:2015 certifications for Company's facilities.
Assists in the close out of all pending Synergy actions/recommendations.
Familiarize self with Company's emergency procedures, carry out assigned responsibilities safely and report any incident, unsafe act or operation.
Support the anomaly and downgraded situations tracking and closure process.
Supports the Permit to Work (PTW) process &amp; Perfect Day initiative at his location.

Portfolio Oversight:

Qualifications / Experience Required

Professional certifications like PMP, PRINCE2, ISO Lead Auditor, Certified Quality Engineer (CQE) or Certified Project Professional (CCP).
Minimum of 15 years relevant professional experience, 10 years in project management, project assurance, infrastructure, structural, construction or engineering projects, post NYSC professional work experience.
Minimum 5 years in a supervisory or management role with demonstrated experience leading multidisciplinary teams.
Proven experience managing multi-location projects within the Oil &amp; Gas, Energy, Infrastructure, Real Estate, Industrial, or EPC sectors.
Effective oral and written business communications.

Basic Functions:
The primary role of the Commissioning Site Leader is to ensure that the CONTRACTOR's scope of services for pre-commissioning and commissioning preparation is carried out in compliance with Contract and schedule obligations, and in line with SATORP specifications. The position also involves ensuring the safe and smooth execution of all commissioning activities, following the OPERCOM® methodology and the proper use of ICAPS© software.
Main Accountabilities:
The Commissioning Site Leader is responsible for supporting the review and approval of the CONTRACTOR's commissioning organization, deliverables, procedures, and planning activities to ensure a safe and efficient operational start-up. This includes developing pre-commissioning and commissioning activities with the proponent department, participating in HSE activities, managing systems and sub-systems definitions, and ensuring proper preparation and review of pre-commissioning and commissioning dossiers. Additionally, the role involves monitoring and reporting on CONTRACTOR/Subcontractor progress, issuing periodic progress reports, and organizing and coordinating commissioning execution activities.
Package 4 Commissioning Utilities Leader:
1) Experience in OPERCOM ™ and ICAPS© application
2) At least 15 years of experience in Oil&amp;Gas industry, including ~10 years of Pre-commissioning and Commissioning 
3) Experience in preparation and execution of Operational and functional Tests for Utilities (Instrument Air compressors; Colling Water systems; Fire Water &amp; Deluge system; Flares and Incinerators Fuel Gas and Diesel Fuel systems.
4) Experience in execution of the piping commissioning activities: chemical cleaning, flushing, drying, leak testing.
5) Knowledge and practical experience in application of the process and mechanical lock out / tag out systems.&lt;br /&gt;&lt;br /&gt;
Qualifications:
The position requires a high level of knowledge in all types of activities within a petrochemical site, with multi-disciplines specialists needed and over 10 years of experience. Specific skills include a process or operation background, knowledge of EPCC contract management, and high competencies in OPERCOM® and ICAPS© tools. The ideal candidate should be methodical, well-organized, a team player, and exhibit a critical, constructive, ethical, and integrity-driven attitude. Fluency in English is required, and knowledge of Arabic is a plus.&lt;br /&gt;

Ensure design maturity is sufficient before procurement, fabrication, welding qualification, coating, load-out, offshore installation and pre-commissioning activities commence.

Report pipeline engineering progress, critical issues, technical risks and required decisions to the SURF Package Manager and relevant project stakeholders.

ACTIVITIES
Pre FID activities
Support the WHP Package Manager during the EPC and LLI Calls for Tender by leading technical preparation and engineering inputs, including review of FEED deliverables, technical specifications, data sheets, and engineering scope definitions up to RTA.
Ensure engineering readiness and maturity of the WHP package at RTA, including resolution of key technical risks, constructability considerations, and alignment of engineering assumptions with the Project schedule and execution strategy.
Provide engineering input to the development of proforma EPC and LLI contracts, ensuring technical scopes, specifications, interfaces, and engineering responsibilities are clearly defined and consistent.
Support identification and definition of engineering support contracts required for execution (e.g. specialist CSP installation engineering, design verification, technical assistance) and contribute to related CFT documentation.
Support preparation for the EPC execution phase by contributing to:
Definition of the engineering organization and discipline resource needs,
Identification of engineering deliverables required to support early procurement and construction, and
Mobilisation planning for engineering support to Contractor locations as required.
Support the IMA Project Management team in achieving overall Project FID, by ensuring the WHP engineering scope is technically robust, executable, and aligned with cost, schedule, and H3SE objectives

Acompanhar PRs, POs, esclarecimentos com fornecedores, necessidades de serviços, certificados de calibração, validade de equipamentos de teste e documentação necessária para mobilização offshore.
Coordenar verificações em armazém, controlo de preservação, segregação, preparação (bagging), etiquetagem, embalamento, listas de embalagem e prontidão de expedição de materiais de instrumentação, equipamentos de teste e ferramentas.
Interagir com operações, especialistas ICSS/controlo, supervisores de manutenção, HSE, aprovisionamento, armazém, logística, fornecedores, OEMs e pontos focais offshore para garantir planeamento integrado e execução em segurança.
Apoiar a execução através da revisão do progresso diário, resolução de questões técnicas, acompanhamento de anomalias (findings), conversão de recomendações aprovadas em ordens de trabalho e melhoria contínua dos planos de manutenção.

Resultados / Entregáveis:
Dossiers de trabalho de instrumentação e controlo, atualizações em CMMS/ERP, controlos de prontidão de calibração e equipamentos de teste, listas de peças sobressalentes, inputs para registo de materiais, acompanhamento de PR/PO, registos de verificação de armazém, listas de embalagem, relatórios de apoio à execução e controlo de ações de encerramento.

Licenciatura em Engenharia ou qualificação técnica equivalente nas áreas de instrumentação, controlo, automação ou engenharia eletrotécnica e de instrumentação, com experiência comprovada no setor offshore de petróleo e gás ou em FPSO. O candidato deverá demonstrar conhecimentos de sistemas CMMS/ERP, gestão de calibrações, instrumentação de processo, sistemas de controlo, sistemas de segurança, equipamentos para áreas classificadas, coordenação com fornecedores e prontidão para manutenção offshore.&lt;br /&gt;
