Build TEPNG Project Management System
Support the CMS (to be followed by PPM) by identifying all associated Capex, budget, estimating, cost control with invoice and payment status and cash call status are performed following generic documents, templates, forms standardizing method and improving quality and efficiency, in line with head quarter procedures and guidelines. 
Support the updating of annual Budget, project CAPEX follows up and simplify processes between projects and other entities, clarifying responsibilities and involvements.
Propose appropriate cost reporting cut offs and standardization and consolidation of reporting, streamlining reporting routines

Control the portfolio 
Manage the cost reporting teams to consolidate the various project reports into various key budgeting and schedule activities for the PPM activities to allow for on time payment.
Monitor implementation of the Cost Control structure, Cost Control procedures, Cost Control SAP tools (UNISUP &amp; U-Cost).
To monitor the necessary checks, approval functions for invoices submitted, in accordance with Contracts, Project &amp; Company procedures, Sarbanes &amp; Oxley, (SOX) requirements and DoA workflows
Identify high level Risks (overruns, CPN &amp; contingencies) and opportunities at portfolio level with mitigation actions.
To provide support into the UNISUP System, regarding payment schedules (cash calls), invoicing and cost control issues as required.
Coordinates actively with all the PC &amp; Package Managers and mainly with TEPNG Finance Department for all matters related to payment and accounting to get necessary support and any insights to improve implementation or anticipation.
To lead (from Cost Control point of view) in the preparation / consolidation and review of the various Project budgets and updates (internal and external / Annual and Multiyear) with inputs from the members of the Project Team and provide “ad hoc” economics support as required.
To assist in the cost assessment of any contract variations and identify any Project cost trends, drifts, variances data update and maintain the Project Final Cost Estimate, prepare the Monthly Cost Report with comments
To prepare for issuance the necessary Project cost information and data, Subsidiary and Partners / Shareholders / Concessionaire / Company.


Provide support and resources to projects 
Propose and Manage services on behalf of projects or share experienced resources e.g. cost

Accountabilities
Performance Cost &amp; Budget Lead shall ensure that Project Teams have adequate performance tools (benchmarks, budget, invoices and Cost) with processes, reporting &amp; controls in place. Therefore, monitor the project Teams, within budget, cost reports and forecasting closing costs.

HSE Objectives
Attends all FM&amp;A HSE Committee Meetings.
Assists in the renewal of ISO 14001:2015 and ISO 45001:2015 certifications for Company's facilities.
Assists in the close out of all pending Synergy actions/recommendations.
Familiarize self with Company's emergency procedures, carry out assigned responsibilities safely and report any incident, unsafe act or operation.
Support the anomaly and downgraded situations tracking and closure process.
Supports the Permit to Work (PTW) process &amp; Perfect Day initiative at his location.
Assists to ensure closure of outstanding FM&amp;A Synergy recommendations.

QUALIFICATIONS / EXPERIENCE REQUIRED
Minimum bachelor’s degree or equivalent in accounting and or similar background.
Typically, 15 years of oil and gas industry professional experience, of which at least 5 years in an equivalent position as a Cost &amp; Budget Lead.&lt;br /&gt;

Job Purpose

The Senior Asset Planning Engineer is responsible for developing, optimizing, and governing maintenance and asset management plans to maximize asset reliability, operational availability, safety, and lifecycle value. The role ensures effective planning, scheduling, resource optimization, materials readiness, and execution support for preventive, predictive, corrective, and shutdown maintenance activities across operating facilities.
The position serves as the focal point between Operations, Maintenance, Reliability, Engineering, Procurement, Warehouse, and Contractors to ensure safe, efficient, and cost-effective maintenance execution while meeting organizational performance objectives.

Your main duties will be to: -

Develop and maintain long-term and short-term asset maintenance strategies and plans.
Establish annual, quarterly, monthly, weekly, and daily maintenance plans aligned with operational objectives.
Manage preventive, predictive, corrective, and condition-based maintenance programs.
Review maintenance notifications, prioritize work requests, and convert approved activities into executable work orders.
Develop and continuously improve maintenance task lists, job plans, standard work instructions, and maintenance procedures.
Ensure effective maintenance planning for static, rotating, electrical, instrumentation, and utility assets.

Work Management &amp; Scheduling
Prepare detailed maintenance work packs including scope, resources, durations, materials, equipment, tools, permits, and execution methodology.
Develop integrated maintenance schedules utilizing SAP PM, Primavera P6, and other planning systems.
Coordinate daily, weekly, monthly, and 90-day look-ahead planning activities.
Optimize maintenance windows and shutdown schedules to minimize production losses.
Monitor schedule compliance and implement recovery actions for overdue and critical maintenance activities.

Asset Reliability &amp; Performance
Support reliability improvement initiatives through analysis of equipment performance and failure trends.
Participate in Root Cause Analysis (RCA), Failure Analysis, and reliability studies.
Collaborate with Engineering and Reliability teams to optimize PM frequencies and maintenance strategies.
Identify opportunities to improve equipment availability, reduce downtime, and enhance lifecycle performance.
Ensure maintenance plans support regulatory and operational integrity requirements.

Bachelor's Degree in Mechanical Engineering or equivalent Engineering discipline.
Professional certifications in Maintenance Management, Reliability Engineering, Asset Management, or Project Controls are an advantage.
Membership in relevant engineering institutions is desirable.
Minimum 10+ years of experience in maintenance planning, asset management, reliability, or turnaround planning within Oil &amp; Gas, LNG, GTL, Petrochemical, Refining, Power, or related industries.
Experience supporting both routine maintenance and major shutdown/turnaround events.
Strong exposure to asset integrity and reliability improvement programs.
Experience working with operational and brownfield facilities is preferred.

Undertake Safety Integrity Levels (SIL) assessment process and SIL assignment for Safety Instrumented Systems
within oil and gas facilities.
Portfolio Oversight:
Identify emerging project risks, trends, recurring failures, and improvement opportunities.

Qualifications / Experience Required

Professional certifications like PMP, PRINCE2, ISO Lead Auditor, Certified Quality Engineer (CQE) or Certified Project Professional (CCP).
Minimum of 15 years relevant professional experience, 10 years in project management, project assurance, infrastructure, structural, construction or engineering projects, post NYSC professional work experience.
Minimum 5 years in a supervisory or management role with demonstrated experience leading multidisciplinary teams.

Preventive &amp; Corrective Maintenance Management

Verify proper execution of corrective maintenance activities.
Conduct post-maintenance inspections to assure work quality.
Support development of maintenance strategies and maintenance plans.
Monitor maintenance backlog and closure performance.
Ensure optimization of asset life-cycle performance.

Asset Integrity &amp; Reliability Assurance
Support asset integrity management programs.
Monitor critical equipment performance and reliability.
Identify risks affecting asset availability and business continuity.
Participate in root cause investigations of major failures.
Recommend asset improvement and replacement initiatives.
Support reliability-centred maintenance initiatives.

Facilities Risk Management
Identify facility-related operational risks.
Support hazard identification and risk assessments.
Recommend mitigation plans for identified risks.
Monitor critical equipment and infrastructure vulnerabilities.
Support emergency preparedness and business continuity initiatives&lt;br /&gt;&lt;br /&gt;
Accountabilities
Assists in maintaining ISO 14001:2015 and ISO 45001:2015 certifications for company facilities which is a measure of the company’s corporate image.
Contributes to ensuring equipment reliability and availability as a measure of service quality.
Closely related to HSE in operations to help in guaranteeing safe work processes and environment.
Maintain an up-to-date asset register for FM&amp;A LOS/ABJ to aid facility tracking and management.
 
 HSE Objectives
Attends all FM&amp;A HSE Committee Meetings.
Assists in the renewal of ISO 14001:2015 and ISO 45001:2015 certifications for Company's facilities.
Assists in the close out of all pending Synergy actions/recommendations.
Familiarize self with Company's emergency procedures, carry out assigned responsibilities safely and report any incident, unsafe act or operation.
Support the anomaly and downgraded situations tracking and closure process.
Supports the Permit to Work (PTW) process &amp; Perfect Day initiative at his location.
Assists in ensuring closure of outstanding FM&amp;A Synergy recommendations.
 
QUALIFICATIONS/EXPERIENCE/SKILLS REQUIRED
Good HND or University Degree in Electrical Electronics Engineering.
Trained or certified Auditor.
Minimum of 5-8 years post NYSC professional work experience.
Experience in operation and maintenance of commercial buildings, industrial facilities, oil &amp; gas installations, airports, hotels, hospitals, or large infrastructure environments.
Experience managing critical power systems and building infrastructure.
Effective communication skills in English Language demonstrated in oral and written business communications with people and business presentation skillset.
Working knowledge of:
Windows 10 Professional or Enterprise operating system.
HSEQ principles and methodologies of the local or global oil and gas industry would be an advantage.
Working experience in sap pm, or other CMMS platform, Building Management \system, MS Office suite, SharePoint, Forms, Power Automate and Power Apps would be an advantage.&lt;br /&gt;

Basic Functions:

Qualifications:

Job Purpose
The QA/QC Engineer [CAT III projects] is quality focal point, interfacing with the EPC Contractor, COMPANY project stakeholders and any associated Sub-Contractors, to ensure QA/QC compliance within the project execution phases, and up to the final handover.

This role is responsible for quality assurance and quality control, during detail engineering, procurement, and construction project phases, review of several EPC deliverables, including coordination of third-party source-inspection activities. Reporting functionally to the COMPANY PMT and directly to, the Head of Projects QA/QC and provides ongoing leadership and support to ensure project’s compliance.

Key Job Accountabilities
Understand and promote the COMPANY QA/QC requirements and compliance expectations.
Support the interface relationships between applicable project stakeholders.
Establish and support proactive and collaborative working relationships with EPC contractors and applicable third-party organisations.
Review the project scope of work, to determine the nature, extent and frequency of quality verification activities.
Lead and participate in assigned quality verification activities.
Coordinate the project quality team meetings and report project QA/QC metrics to the PMT and the Lead QA/QC Engineer (CAT III Projects and Quality Assurance).
Review contractor/ supplier quality deliverables for conformance to QELNG quality requirements and expectations (i.e., PQP, PEP, ITP, WPS, WQT, Criticality Rating Assessments and other QA/QC procedures)
Chair Pre-Inspection Meetings to ensure that the quality requirements and expectations are fully understood and implemented prior to commencement of work activities
Coordinate site (Onshore / Offshore) and workshop inspection activities and assign adequate COMPANY inspection resources to effectively measure conformance to requirements.
In conjunction with the QA/QC delegation operating offshore, verify that the repair activities are in accordance with approved documented information (i. e. procedures, specifications, detailed methodologies, etc.)&lt;br /&gt;&lt;br /&gt;
Bachelor's degree in engineering discipline (Mechanical) with demonstrated knowledge and experience.
• Certified CSWIP 3.1 Welding Inspector or equivalent.
• Non-Destructive Testing (NDT) Level II certification is required, with valid certifications in RT, MPT, DPT, and UT methods.

ACTIVITIES
Pre FID activities
Support the WHP Package Manager during the EPC and LLI Calls for Tender by leading technical preparation and engineering inputs, including review of FEED deliverables, technical specifications, data sheets, and engineering scope definitions up to RTA.
Ensure engineering readiness and maturity of the WHP package at RTA, including resolution of key technical risks, constructability considerations, and alignment of engineering assumptions with the Project schedule and execution strategy.
Provide engineering input to the development of proforma EPC and LLI contracts, ensuring technical scopes, specifications, interfaces, and engineering responsibilities are clearly defined and consistent.
Support identification and definition of engineering support contracts required for execution (e.g. specialist CSP installation engineering, design verification, technical assistance) and contribute to related CFT documentation.
Support preparation for the EPC execution phase by contributing to:

Review Fire and Gas (F&amp;G) system design and ensure adequate coverage for the wellhead platform and brownfield packages.
Review instrumentation related to Pipeline Monitoring, Leak Detection, and Pigging Operations.
Support and review commissioning procedures for instrument calibration, Loop checking, Functional Testing, Cause and Effect Testing, and ESD Functional Testing.
Participate in HAZID workshops, HAZOP Reviews, SIL Assessments, Alarm Management Reviews, and Constructability Reviews.
Lead Instrumentation Weekly meetings with EPC Contractors and ensure timely reports to Technical Manager and Project Manager.&lt;br /&gt;&lt;br /&gt;

Ensure compliance with applicable COMPANY Standards, regulatory requirements, and international codes.
Ensure that all Safety Instrumented Systems meet functional safety requirements.
Minimizing technical risks, operational failures, and project rework resulting from instrumentation design deficiencies.

HSE Leadership Demonstrate exemplary HSE behaviour within the engineering function, ensuring compliance with TEPNG HSE rules and prompt reporting of any unsafe act, condition, or incident.
Safety-by-Design Identify, assess, and mitigate HSE risks through engineering design and technical decisions across all project phases.
HSE Competency Ensure engineering personnel are trained, competent, and aware of their HSE responsibilities, with continuous monitoring.
HSE Support &amp; Engagement Support Project HSE objectives through engineering reviews and proactively promote HSE awareness, escalating engineering-related HSE concerns as required.

QUALIFICATIONS / EXPERIENCE REQUIRED
Experience in Oil and Gas EPC Projects.
Minimum of 10 years’ experience in civil and structures engineering
