We currently have an opportunity within SPIE Global Services Energy, Qatar for a Static Mechanical Engineer The Static Mechanical Engineer is responsible for providing high-level technical expertise, design validation, asset integrity management, and engineering support for all static (stationary) equipment and piping systems within the manufacturing facility. This role focuses on maximizing plant reliability, leading execution strategies during major turnarounds, ensuring structural compliance with international design codes, and mitigating risk across high-pressure, corrosive process loops. Key Responsibilities Engineering Design & Modification Review and approve design calculations, data sheets, drawings, and technical specifications for modifications or new procurement of pressure vessels, heat exchangers, and tanks. Generate and review Piping & Instrumentation Diagrams (P&IDs), Piping Material Specifications (PMS), and Material Take-Offs (MTOs) to meet international standards (e.g., ASME, ANSI, API). Develop and review plot plans, equipment layouts and 3D models. Route critical process, utility, and offsite pipelines. Stress Analysis: Perform piping flexibility and stress analysis to ensure systems can withstand high pressures, extreme temperatures, and vibrations. Execute plant modifications via the formal Management of Change (MOC) protocol, ensuring no compromise to process safety or plant design basis. Prepare and approve technical deliverables for replacement projects, including scope of work, technical bid evaluations (TBE), and vendor drawing reviews. Turnaround & Maintenance Support Define the technical scope for critical static equipment during scheduled plant shutdowns, turnarounds, and outages. Develop inspection and repair procedures for specialized high-pressure equipment, including shell-and-tube heat exchangers, reformer tubes, and atmospheric storage tanks. Supervise critical repair activities on-site, ensuring field welding, post-weld heat treatment (PWHT), and non-destructive testing (NDT) comply with structural codes. Asset Integrity & Plant Reliability Support Support Fitness-for-Service (FFS) evaluations and remaining-life assessments for older or degraded stationary equipment Support root cause analysis (RCA) on mechanical static equipment failures, structural leaks, and chronic piping vibrating issues to implement definitive corrective actions.

Bachelor’s degree in mechanical engineering from a recognized, accredited university Minimum 5 years of post-graduate experience in mechanical engineering within a heavy continuous-process chemical plant, petrochemical facility, or refinery environment. Experience in the fertilizer industry (specifically Ammonia, Urea, or Nitrates manufacturing units) is strongly preferred. Proven track record of managing massive capital equipment replacement projects and participating in large-scale plant turnarounds. Language: Must possess excellent fluent English communication skills (both written and verbal) to draft technical engineering reports, lead meetings, and coordinate with international vendors Technical Software & Industrial Codes Software Competency: Advanced proficiency in PV Elite (pressure vessel design), CAESAR II (piping stress analysis) and NozzlePRO. Codes & Standards: Comprehensive working command of ASME Section VIII Div 1 & 2 (Pressure Vessels), ASME B31.3 (Process Piping), API 650/620 (Storage Tanks), and TEMA Standards (Heat Exchangers). We currently have an opportunity within SPIE Global Services Energy Middle East LLC Doha, Qatar for a : Training Supervisor Purpose Plan, coordinate, and execute organisational learning initiatives end-to-end. Accountable for accurate Training Needs Analysis, sourcing and delivery of quality training solutions, measurement of learning outcomes, and administration of the Learning Management System — all in support of continuous capability development and organisational performance. Key Responsibilities Training Needs Analysis: Collaborate with business leaders and the Capability Development team to identify capability gaps at organisational, departmental, and individual levels. Consolidate findings and prepare the annual TNA and Training Calendar for approval. Training Planning & Sourcing: Identify and evaluate external training providers and programmes for relevance, quality, and value for money. Coordinate vendor registration with Supply Chain and conduct annual vendor evaluations. Training Coordination & Delivery: Communicate training plans to stakeholders; coordinate schedules, venues, facilitators, and participant logistics. Monitor execution against timelines and quality standards. Collaborate with Subject Matter Experts and training partners to develop fit-for-purpose training modules. Evaluation & Effectiveness: Administer pre- and post-training evaluations; collect and analyse participant feedback and learning assessments. Produce evaluation reports with actionable recommendations. LMS & eLearning Administration: Administer and maintain the LMS — upload programmes, manage enrolments, track completions, assign online resources, and resolve system issues. Reporting & Data Management: Maintain comprehensive training records; generate regular and ad-hoc reports on participation, completion, and effectiveness. Provide data-driven insights for workforce planning; support audits and management reviews with accurate training data. Reporting & Interfaces Reports to: Chief Major Projects Officer. Manages: Section Heads, Engineers, Coordinators, Supervisors, Inspectors. Interfaces with: EPCC Contractor, Subcontractors, Procurement, Engineering teams, and client IMS functions.

Education & Experience Bachelor's degree in Human Resources or a related field — mandatory. Professional certification (CIPD, SHRM, or equivalent) — desirable. Certified Trainer qualification — advantageous. Minimum 5 years of relevant experience in a training or L&D function. Proven track record in end-to-end training programme delivery at company-wide scale. Demonstrated experience with LMS platforms and emerging learning technologies. Solid understanding of competency framework development and implementation. Technical Competencies End-to-end Training Needs Analysis and annual calendar planning. Training vendor identification, evaluation, and management. LMS administration (upload, tracking, reporting, user support). Design and delivery of training evaluation frameworks (pre/post assessments, feedback analysis). Data management and reporting; ability to produce insights from training metrics. Familiarity with Client Integrated Management Systems (Quality, HSE, Environment, Energy, Responsible Care). Behavioural Competencies Organised and detail-oriented, with the ability to manage multiple concurrent training programmes. Strong stakeholder communication and coordination skills across business units. Proactive in identifying learning gaps and proposing solutions. Data-driven mindset; comfortable translating training metrics into management-level reporting. Committed to quality standards and continuous improvement.
