Job description

SPIE Services Nigeria Limited is currently looking for SURF Umbilical Project Engineer to join its work force in Nigeria. 

 

JOB PURPOSE

Following FID and Contract Award, the SURF Umbilical Project Engineer is responsible for the safe and timely delivery of the umbilical work scope in compliance with project technical requirements, contractual obligations, quality standards, and approved schedule. The job holder ensures the coordination of engineering, qualification, procurement, manufacturing, fabrication, installation, and pre-commissioning activities, while maintaining technical assurance, effective interface management, and appropriate oversight of contractor performance, quality, and technical risks, in order to deliver a fit-for-purpose umbilical system and support successful project execution.

ACTIVITIES

1. Pre-Award Technical and Contract Support

  • Lead and coordinate technical clarifications and support contractual negotiations with tenderers, with input from corporate specialists, to support timely placement of the purchase order and compliance with local approval requirements.
  • Monitor and manage all tenderers’ technical queries, qualifications, and COMPANY responses to ensure complete and timely closure.
  • Ensure the technical design dossier and contract scope of work are fully understood, technically robust, and executable by the selected bidder.
  • Ensure agreed interface requirements related to the umbilical scope are identified and properly addressed during the tendering and award process.
  • Support reporting, technical meetings, bidder interactions, and follow-up of technical actions, including close-out of key review items where applicable.
  • Coordinate fabrication site visits and audits as required and prepare the technical evaluation report for the recommended bidder with appropriate justification for internal and local authority review.

2. Post-Award Umbilical Delivery and Technical Assurance

  • Ensure the umbilical Work scope is delivered in compliance with project technical requirements, contractual obligations, quality standards, and approved schedule.
  • Monitor and manage engineering development, including technical changes, deviations, and derogations, to maintain compliance and fitness for purpose.
  • Review engineering, qualification, and procurement documentation and ensure the required level of priority and technical attention is applied throughout execution.
  • Ensure engineering, qualification, and procurement activities are performed in line with contract requirements, project specifications, and company standards within the project schedule.
  • Ensure engineering maturity is sufficient before qualification, procurement, manufacturing, and fabrication activities commence, and that design outcomes are carried through into installation and pre-commissioning.
  • Support manufacturing, fabrication, installation, and pre-commissioning activities and lead resolution of technical issues when required.

3. Interface and Contractor Coordination

  • Evaluate and coordinate responses to contractor technical queries and correspondence in a timely and consistent manner.
  • Coordinate and consolidate technical feedback from the project team, corporate specialists, and relevant stakeholders to support decision-making and execution.
  • Ensure interface requirements are identified, tracked, and resolved in coordination with the Package Interface Engineer and other interfacing parties.
  • Provide day-to-day liaison and coordination across the package technical team throughout all execution phases.

4. Quality, Fabrication, and Execution Support

  • Coordinate with the QA/QC team to ensure appropriate supervision of umbilical fabrication activities at the contractor’s fabrication site.
  • Identify schedule-critical and quality-critical activities and ensure adequate QA/QC coverage is in place for critical equipment and milestones.
  • Ensure inspection and test plans for critical manufacturing and fabrication activities are reviewed in a timely manner and receive the appropriate level of attention from all relevant parties. 

5. Change, Commercial, and Compliance Support

  • Consolidate, assess, and document technical, schedule, and commercial changes in accordance with company change management processes, and advise the Package Manager on related impacts.
  • Provide contractual and commercial support to the Package Manager, including review of contractor positions, estimates, SMRs, variations, and claims documentation.
  • Monitor compliance with Nigerian Content requirements applicable to the SURF package, including reporting obligations, stakeholder coordination, and consolidation of performance data.
