Job description
SPIE Services Nigeria Limited is looking for profiles to fill the position of Lead Safety Engineer.
JOB PURPOSE
The Service Holder is responsible for supervising and ensuring the implementation of all Safety Engineering and Risk Management activities during EPC execution phases through project close-out.
The Service Holder shall ensure that all safety-related studies, risk assessments, design reviews and safety deliverables are performed
The incumbent is required to:
- Ensure the safe design of Offshore Facilities in accordance with Company requirements, project specifications and applicable international standards.
- Coordinate and supervise all safety engineering activities performed by EPC Contractors and specialized Consultants.
- Ensure timely review, consolidation of comments and approval of safety engineering deliverables.
- Verify compliance of contractor studies and recommendations with project requirements and Company standards.
- Promote Safety-in-Design principles throughout all project phases.
- Identify, assess and support resolution of safety-related technical issues.
- Maintain the Safety Action Register and ensure close-out of recommendations arising from safety studies and reviews.
- Participate in technical reviews and technical assurance activities.
Risk Assessment and Safety Studies
Coordinate, review and approve all project safety studies and risk assessments.
Ensure execution and follow-up of:
- HAZID Workshops;
- HAZOP Studies;
- SIMOPS Assessments;
- Quantitative Risk Assessments (QRA);
- Fire and Explosion Risk Assessments;
• Fire & Gas Detection Studies;
- Escape, Evacuation and Rescue Analyses (EERA);
- Dropped Object Studies;
Bow-Tie Analyses; - SIL Assessments and Functional Safety Reviews;
- Technological Risk Assessments (TRA);
- ALARP Demonstrations.
- Ensure implementation of recommendations resulting from safety reviews.
- Support development and maintenance of Major Accident Hazard Registers.
- Ensure identification and management of Safety Critical Elements and associated Performance Standards.
- Review design modifications and assess their impact on project risk profile.
- Coordinate management of technical deviations, concessions and change requests affecting all packages related to safety design.
Profile
Interface Management
Ensure consistency of safety philosophies and risk management approaches across all project packages.
- HSE Teams
- Manage interfaces with:
- Process Engineering;
- Layout and Asset Design Teams;
- Instrumentation and Control Teams;
- Installation and Construction Teams;
- Commissioning Teams;
- Operations and Maintenance Representatives;
- Ensure safety requirements are integrated into design and execution activities.
Coordinate multidisciplinary inputs required for safety studies and risk assessments.
Procurement and Fabrication
- Support procurement activities relating to safety.
- Review and approve technical requisitions, specifications, vendor documentation and manufacturing dossiers.
- Monitor Contractor and Vendor performance with respect to engineering, fabrication and manufacturing activities.
- Ensure qualification requirements and technical compliance are maintained throughout procurement and fabrication phases.
- Participate in Factory Acceptance Tests (FATs), technical audits and readiness reviews when required.
Installation and Construction
- Support construction and installation teams regarding safety engineering matters.
- Review construction-related risk assessments and safety studies.
- Ensure SIMOPS studies are developed and regularly updated.
- Participate in constructability, operability and installation reviews.
- Support management of technical deviations, concessions and
- Management of Change (MOC) processes from a safety perspective.
- Provide safety engineering support during offshore campaigns as required.
QUALIFICATIONS / EXPERIENCE REQUIRED
- Detailed Engineering and EPC execution phases
- Onshore and offshore oil and gas facilities, installation engineering and commissioning activities
- Deepwater or shallow-water offshore development
- Negotiation
- Professional Experience (number of years): 10
Experience within project and project management: (number of years): 10 - Familiarity with international standards including DNV, API, ISO and Company specifications.
- Previous experience managing EPC Contractors and multidisciplinary interfaces.
- Familiar with TotalEnergies standards.
