Job description

We currently have an opportunity within SPIE Global Services Energy, Qatar for a :   QA/QC Engineer

Job Purpose

The QA/QC Engineer [CAT III projects] is quality focal point, interfacing with the EPC Contractor, COMPANY project stakeholders and any associated Sub-Contractors, to ensure QA/QC compliance within the project execution phases, and up to the final handover.

This role is responsible for quality assurance and quality control, during detail engineering, procurement, and construction project phases, review of several EPC deliverables, including coordination of third-party source-inspection activities. Reporting functionally to the COMPANY PMT and directly to, the Head of Projects QA/QC and provides ongoing leadership and support to ensure project’s compliance.

 

Key Job Accountabilities

  • Understand and promote the COMPANY QA/QC requirements and compliance expectations.
  • Support the interface relationships between applicable project stakeholders.
  • Establish and support proactive and collaborative working relationships with EPC contractors and applicable third-party organisations.
    Review the project scope of work, to determine the nature, extent and frequency of quality verification activities.
  • Lead and participate in assigned quality verification activities.
    Coordinate the project quality team meetings and report project QA/QC metrics to the PMT and the Lead QA/QC Engineer (CAT III Projects and Quality Assurance).
  • Review contractor/ supplier quality deliverables for conformance to QELNG quality requirements and expectations (i.e., PQP, PEP, ITP, WPS, WQT, Criticality Rating Assessments and other QA/QC procedures)
    Chair Pre-Inspection Meetings to ensure that the quality requirements and expectations are fully understood and implemented prior to commencement of work activities
  • Coordinate site (Onshore / Offshore) and workshop inspection activities and assign adequate COMPANY inspection resources to effectively measure conformance to requirements.
  • In conjunction with the QA/QC delegation operating offshore, verify that the repair activities are in accordance with approved documented information (i. e. procedures, specifications, detailed methodologies, etc.)

Profile

Bachelor's degree in engineering discipline (Mechanical) with demonstrated knowledge and experience.
• Certified CSWIP 3.1 Welding Inspector or equivalent.
• Non-Destructive Testing (NDT) Level II certification is required, with valid certifications in RT, MPT, DPT, and UT methods.

• ISO 9001: 2015 internal / lead auditor (IRCA or an equivalent) trained or certified, with a broad experience in QMS audits and QA verification programs for various project phases (i.e., Engineering, Procurement, Construction and Installation)
• Current valid TBOSIET, H2S and Breathing Apparatus certifications (OPITO Approved), as applicable with an offshore medical certificate

As a minimum of 10 years demonstrated experience in the oil and gas industry, with particular focus on offshore brownfield and greenfield projects, and in-service modifications to existing LNG facilities together with maintenance and shutdown activities.
• At least 5 years of experience & familiarity with various manufacturers of large bore SDVs & MOVs, including actuators, gearboxes and their applicable certifications and specifications.
• Shall be competent in the design, construction and inspection aspects of MOVs and SDVs including functional test of valve actuators.
• Must have experience in manufacturing, inspection, and testing of various types of Double Block and Bleed valves (DBB).
• Should be knowledgeable about the various types of valve testing, including shell tests, seat tests, and back seat tests.
• Experience in reviewing Inspection and Test Plans (ITPs) for valves and other QA/QC procedures, including pressure test procedures, NDE procedures, and functional test procedures.
• Experience in the Source Inspection of MOVs, SDVs, DBBs, valve actuators with gearbox. In addition to hands on knowledge in Source Inspection Management Program.
• Demonstrated experience on offshore brownfield projects and in service modifications to existing offshore facilities including MOVs and SDVs overhauling, reinstatement and testing.
• Knowledgeable on the applicable codes & standards related to Valve manufacturing and testing requirements (API 6D, API 6DX, API 598, etc.)
• Familiar with the welding and construction codes, including ASME B31.3, AWS D1.1, and ASME Section IX.
• Should as a minimum be conversant with all relevant NDT techniques and as a minimum, holding Level II in visual (VT), magnetic particle (MP), dye penetrant (DP), radiographic and ultrasonic testing (UT) is mandatory.
• Experience and knowledge of mechanical, welding, structural, electrical and instrumentation QA/QC processes and techniques.
• Experience in reviewing painting procedures and conducting painting and coating inspections.
• Experience in conducting internal and external audits.
• Familiar with quality assurance principles and practices.
• Should have a proven history in a senior QA/QC engineering role, within demanding projects
