SPIE Services Nigeria Limited is currently looking for RSES-D to join its work force in Nigeria. 

The RSES-D guarantee that construction works are carried out in compliance with project objectives, HSE rules, ISO 14001requirements, project specifications and technical dossiers, technical requirements, approved cost and schedule targets, with full professional and ethical integrity. He is the Company representative in BONNY.

RSES-D

• Exercise the delegated RSES authority within the assigned perimeter.
• Ensure that activities within the delegated perimeter are performed safely and in accordance with applicable HSE rules, procedures and technical references.
• Lead each party towards schedule and performance objectives of the project.
• Coordinate interfaces between construction, commissioning, production and other simultaneous activities.
• Participate in the assessment and control of risks associated with SIMOPS.
• Verify that appropriate risk control measures are in place before authorizing work.
• Ensure the proper implementation of the Permit to Work system within the delegated perimeter.
• Coordinate with the BNAG RSES (Renaissance), and other Operators involved in Onshore Pipeline. Immediately report any significant change to the work program or operating conditions.
• Maintain clear communication with Operations, HSE personnel, supervisors and contractors.
• Stop or suspend any activity considered unsafe or likely to endanger personnel, facilities or the environment.
• Contribute to the management of emergency situations in coordination with the Site RSES and the site emergency response organization.
  Coordinate and support all security and community assessments at site

Temporary Construction Camp (TCC) security and management

• Responsible for the TCC safety and security in coordination with the EPC Contractor and GSF team
• Control and manage the POB

Health, Safety and Environment Responsibilities (HSE)

• Ensure that contractors’ HSE practices are acceptable and that HSE procedures and preventive measures are properly understood and implemented
• Ensure that all risks associated with the activities and the operating environment are correctly identified, assessed and incorporated into the planning of the works
• Manage and sign the Work permits in his dedicated area (out of process area)
• Ensure that construction equipment and resources are compliant, suitable for their intended purpose and properly used by personnel
• Ensure that the required controls are correctly and effectively implemented.
• Report any anomalies with a minimum target of twenty-five (25) reported anomalies per year and encourage reporting across the Workforce
  Enforce implementation of Company Golden Rules
• Act on a daily basis in compliance with the project HSE commitments.
• Ensure that the Environmental Management System is monitored and implemented in accordance with the requirements of the ISO 14001 standard.

Site Team Leadership and Coordination

• Lead and coordinate the project team in BONNY for all IMA project packages and across all disciplines.
• Ensure effective supervision and control of contractors’ activities throughout the execution of the works to meet objectives of both packages
  
  Construction and SIMOPS Coordination
• Coordinate all contractor activities carried out within the IMA project enclosed construction area or under SIMOPS conditions in BNAG, along the Onshore pipeline works or on the shore pull for SURF package works
• Manage operational interfaces with the BNAG RSES
• Act as the Project Manager’s representative on Site
• Serve as the main point of contact for contractors working on the construction Site.

Issues and Changes Management

• Anticipate and assess the significance and urgency of potential issues.
• Obtain the implementation of appropriate corrective actions within the applicable contractual framework.
• Submit any variation, change or potential contractual impact to the Project Manager and the relevant management for prior approval.

Progress Monitoring and Reporting

• Obtain and verify the physical progress of the works for each package
  Monitor actual execution hours and total hours worked
• Ensure that the associated progress and manpower reports are accurate and properly maintained
• Issue a weekly report for each package
• Verify that contractors’ reports accurately reflect the actual status of the works
• Prepare and submit a final report to management, including an assessment of Quality and Schedule performance
• Ensure that all documents required for the preparation of the Final Documentation Dossier, DFA, have been produced and are adequate.
• Perform any additional duties falling within the position holder’s area of competence, in accordance with management instructions.
• Ensure that the performance of packages and the plan are in line with contract.

QUALIFICATIONS/EXPERIENCE REQUIRED 

• Professional Experience (number of years): 15
• Very good knowledge of multidisciplinary construction activities.: (number of years): 15
• Proven experience in Brownfield / SIMOPS projects
• Strong HSE leadership and authority
• Progress reporting
• Good understanding of engineering documents.
• Strong coordination and interface management skills.
• Ability to anticipate operational and construction risks and manage priorities in a complex operational environment
